The article describing the ParlLawSpeech collection, "The ParlLawSpeech Parliamentary Text Data Collection: >3 Million Parliamentary Bills, Laws, and Speeches from 8 Legislatures", was published in Scientific Data on 1 October 2026. It is co-authored by Jan Schwalbach, Lukas Hetzer, Sven-Oliver Proksch, Christian Rauh and Miklós Sebők of poltextLAB.
ParlLawSpeech is a curated collection of more than three million documents from eight European parliaments, each covering more than two decades. It provides full texts and metadata not only for parliamentary speeches but also for legislative bills and adopted laws, and links the three document types systematically, so that a single piece of legislation can be traced from draft through debate to adoption. The article documents how the collection was built and how it was validated.
The collection covers the national parliaments of Austria, Croatia, Czechia, Denmark, Germany, Hungary and Spain together with the European Parliament. It was produced in OPTED, a European Union Horizon 2020 project, and is openly available from the GESIS Data Archive under a CC BY 4.0 licence. The project site is parllawspeech.org.
